Commitment to Supporting Innovation Across Massachusetts

Overview

The Massachusetts Life Sciences Center (MLSC) is a quasi-public economic development and investment agency, dedicated to supporting the growth and development of the life sciences in Massachusetts, home to the most verdant and productive life sciences ecosystem in the world. 

Made possible by a $2.6 billion public commitment, the MLSC funds programs and partnerships that drive innovation, strengthen the workforce pipeline, and expand access to critical research infrastructure. Through strategic investments and collaboration with industry, academia, and government, the MLSC has sustained an ecosystem-wide approach focused on innovation, geographic equity, and diversity. 

History

Massachusetts’ leadership in the life sciences is the result of a powerful combination of world-class research institutions, industry leadership, and consistent public investment. 

In 2008, under the leadership of Governor Deval Patrick, the Commonwealth launched the Massachusetts Life Sciences Initiative, a $1 billion, 10-year commitment to strengthen Massachusetts’ position as a global hub for life sciences research, development, and commercialization. The initiative established the MLSC to implement this strategy and deploy resources across the ecosystem. 

In 2018, Governor Charlie Baker signed An Act Providing Continued Investment in the Life Sciences Industry in the Commonwealth, authorizing up to $623 million in bond funding and tax credits over five years to support education, research and development, and workforce training. 

Most recently, Governor Maura Healey signed into law the Mass Leads Act, an economic development bill building on the success of the state’s renowned life sciences sector infusing the Life Sciences Initiative with another $1 billion over the next decade. 

Together, these bipartisan commitments represent one of the most significant public efforts to advance life sciences innovation anywhere in the world.

Since its creation in 2007, the MLSC has strategically deployed more than $2.6 billion across Massachusetts through grants, loans, capital infrastructure investments, tax incentives, and workforce programs. 

These investments strengthen the Commonwealth’s economy and research capacity while helping accelerate the development of new therapies, devices, and technologies that improve the health and well-being of patients around the globe.
